How should I itemize ice-dam upgrades in a reroofing quote?

I’m planning a roof replacement and want to compare the cost of treating the causes of recurring ice dams rather than pricing only new shingles. The existing roof’s age and covering type, attic insulation level, soffit and ridge ventilation, and any previous ice-dam damage should all be reflected in the scope, but I’m not sure how contractors normally separate those allowances.

I’d like each proposal to show the roof covering and underlayment separately from:

- attic air-sealing work
- added or replaced insulation
- soffit, ridge, or other ventilation changes
- ice-barrier improvements at the eaves and vulnerable roof transitions
- repairs to any ice-dam-related interior or decking damage

For each item, should I request separate material and labor allowances, along with assumptions about how much insulation or ventilation work is included? I’m also trying to distinguish upgrades that address the attic’s heat and moisture movement from optional improvements that mainly add protection during a severe winter.

What level of detail would make these quotes genuinely comparable, especially when the roofer and insulation contractor may be different companies?

Since the roofer and insulation contractor may be separate, can each quote name who coordinates the work and how gaps or overlapping responsibilities will be handled? For example, who confirms the air-sealing and ventilation scope is complete before the roof work closes off access? That responsibility matters as much as the separate allowances when comparing bids.
