Nah, most folks would probably wait until they had a reasonβlike storm damage repairs or a planned renovation. Seen it plenty of times after storms; people upgrade insulation then because insurance is already footing part of the bill.

Exactly this. Had a property hit by a bad hailstorm last year... tenants moved out temporarily, insurance covered most of it, perfect time to upgrade insulation. Otherwise, wouldn't have bothered.
