At my workplace, it was super unclear at first too. Here's what worked for us: we asked management directly for a clear breakdown of criteria. Took a couple tries, but eventually they sent out a simple checklist - now everyone knows exactly what's needed. Maybe try nudging your managers for something similar? It's worth the effort, trust me... takes the guesswork out and makes life easier.
