What should a commercial roof maintenance inspection actually cover?

I’m trying to define a sensible inspection and maintenance scope for a low-slope commercial roof without turning every defect into an immediate replacement recommendation.
For a useful inspection, I’d expect the report to identify at least:
- Roof age, membrane type, approximate area, and any previous repairs
- Safe access limitations and areas that couldn’t be inspected
- Ponding water, blocked or slow drains, and damaged strainers
- Open seams, failed patches, blisters, splits, or membrane shrinkage
- Deteriorated flashing at curbs, parapet walls, penetrations, and edge metal
- Condition of walk pads, rooftop traffic areas, and exposed insulation
- Interior evidence of leakage, including stained ceilings or wet insulation
- Photos, locations, recommended action, and a suggested time frame
Where I’m less clear is the line between routine maintenance and a concealed defect that deserves prompt repair or capital planning. A clogged drain or loose counterflashing seems like maintenance if caught early, while wet insulation, recurring leaks, widespread seam failure, or deteriorated perimeter details may need more investigation before deciding whether to repair or plan a larger project.
