A phone-on-a-pole video can show leaves in the gutter, but it can’t confirm the downspout is draining. Watch the outlet during rain, or use a controlled hose test; if water backs up or doesn’t emerge, the blockage may be at the outlet or farther down the downspout, not just visible debris in the gutter.
